AREA OF EXPERTISE Bachelor of Science in Marine Engineering from the U.S. Merchant Marine Academy in 1951,and a Master of Science in Management Engineering from Long Island University in 1969. Professional Engineer, licensed and registered in the State of New York. Broad experience includes professional employment as a Marine Engineer for U.S. Lines Company. Served in active duty as Lieutenant Commander in the U.S. Navy, where he also gained experience as an explosives and demolitions expert; licensed firearms and explosives handler. Served as an expert witness in matters involving boat safety, machine design, and surveys of damaged ocean freight. Crewed (including being helmsman on two recreational sailing boats of 33 and 35 feet in length. Owns and has raced a Sunfish sailboat and has sailed Moth, Lightning, and Star Class boats. Has sailing experience on small boats in the Mediterranean Sea; Guantanamo Bay, Cuba; Long Island Sound; and the Chesapeake Bay in Maryland. Expertise covers a broad range of products, including motorcycle and football helmets,automobiles, trucks, aircraft, boats, as well as the engineering aspects of many consumer products. An outstanding,recognized expert in safety helmet technology; for ten years was a member of the Snell Memorial Foundation, which sets the most stringent safety standards for helmets. From 1956 thru 1972, was employed by Dayton T. Brown, Inc. in the capacities of quality control engineering manager, executive engineer, assistant head of tests, senior engineer, and project engineer. Was personally and directly responsible for much of the creative engineering which built the test lab division and was further involved in the analysis and testing of pilots’ protective helmets, motorcycle helmets, and industrial hardhats; set up and conducted tests on auto seatbelts and anchorages to federal and industry specifications. In 1973, was the General Manager of Cougar, Inc. and was responsible for supervision of its manufacturing plant, producing football helmets and surface finishes to a variety of engineering plastic and metal consumer products. In 1968-69, was appointed chairman of the American Society for Testing & Materials F8-13 Task Group for Head and Neck Protective Equipment for Sports. Appointed as an Administrative Law Judge in 1974 by the Commissioner of the New York State Department of Environmental Conservation. Served full time as an Environmental Law Judge with 15 years of service with that Department until retiring in July of 1988. Heard Permit and Environment cases concerning tidal wetlands, freshwater wetlands, water supply systems, Long Island wells, clam and lobster violations, volatile organic compounds, air emissions violations, returnable beverage container violations, municipal landfills, hazardous and toxic materials, and petroleum product spills. For thirty years, was a member of the American National Standards Institute (ANSI)Z90.1 Committee, which has developed standards and specifications for protective headgear for vehicle users. A version of this standard was adopted by the U.S. Department of Transportation, National Highway Traffic Safety Administration, in Federal Motor Vehicle Safety Standard No. 218 for motorcycle helmets; was a consultant to the ANSI Z90.4 Committee for bicycle helmet standards.
